To provide the citizens of Henderson County with an efficient method of accessing emergency 9-1-1 services and to support this service through proper 9-1-1 system equipment training for dispatch and communications personnel.

On November 3, 1987, the voters passed a proposition creating the Henderson County 9-1-1 Communication District. The proposition also allowed for an emergency service fee of six percent of
the wireline telephone subscribers base rate to be charged to fund the District. The District came into being on December 16, 1987 after the Board of Managers formally adopted the Order declaring the creation of the District. We are currently enabled by the Texas Health and Safety Code Chapter 772.
As of September 1, 1997, by state law, all wireless telephone subscribers in Texas pay a flat rate
9-1-1 fee of fifty cents per month.

The purpose of the 9-1-1 system is to deliver emergency telephone calls, along with the caller’s
number and location to the public safety answering points in Henderson County, who answer and
process the calls - then dispatch first responders. The fees are used to pay for the initial and
reoccurring costs of the hardware, software, routing and location technology used in delivering the
9-1-1 calls and associated data. The three Public Safety Answering Points in Henderson County are:
